However, the route of the Gold Line runs to Jumeirah Golf Estates and does not include a stop at DAMAC Hills 2. For now, residents rely on cars to reach other parts of the city, though with schools, shops and leisure inside the community there is little need to drive out day to day.

Yes, but within the limits of Dubai's rental law, not at the landlord's discretion. First, if the landlord or their agent does not send you written notice of a rent increase at least 90 days before your contract expires, then you are entitled to renew your villa or townhouse for another year at the same rent, even if their notice arrives on the 89th day. Second, the maximum rent that can be asked of you is determined by the Dubai REST app's RERA rental increase calculator, not by the landlord. It works from how far your rent sits below the market rate for your area: if your rent is already within 10% of that rate, no increase is allowed at all, and the increase only climbs the further below market you are, up to a maximum of 20%. So if a landlord asks for, say, 10% or 15% more, check the calculator first; you only pay an increase if it shows one is due, and only up to that figure. Should your landlord still request more than the calculator allows, you can take your tenancy contract and renewal cheques to the Rental Dispute Settlement Centre (RDC) and file a case with them.
