Do I need a move-in permit in Dubai?

Yes in general. A move-in permit is usually required for communities and buildings in Dubai prior to the arrival of your movers and furniture. These are developer or management imposed regulations rather than a government imposed permit.

For renting a unit, the passport (with visa side), Emirates ID and Ejari certificate are required. For landlords, often no uploads are required. For example in Emaar communities, a move-in permit can be applied for online at least one business day prior to the moving date and will be emailed to you. Some communities also charge a fee or require a fixed moving time and/or a refundable damage deposit.

Ensure all service charges for the respective unit are paid as some communities will not issue a move-in permit until the landlord has paid these charges. It is also a good idea to contact management at least a few days prior to your move and find out their regulations.
